Who we are
Beijing ZhongJianXie Certification Centre Co., Ltd (hereinafter referred to as JCC) is a certification body founded in 1994 by the former Ministry of Construction and China Construction Industry Association (CCIA), under the approval of the Certification and Accreditation Administration of the P.R.C. (CNCA) and accredited by China National Accreditation Service for Conformity Assessment (CNAS). JCC is the executive member of China Certification and Accreditation Association (CCAA). As a second-party audit organization designated by the Ministry of Commerce of the People's Republic of China, JCC once provided second-party audit for the Chinese government's foreign aid projects. Since 2016, JCC has been qualified as High and New Technology Enterprise (HNTE). Under the guidance of the MOHURD and the support of the CNCA, JCC initiated the establishment of the China Engineering Construction Inspection and Certification Alliance in December 2015 as a founding member. In 2018, the project of "Beijing 2022 Olympic and Paralympic Winter Games Organizing Committee Sustainable Public Participation Master Plan and Building NGO Platform" was formally implemented and commended. The "United Nations Industrial Development Organization China Construction Corporate Social responsibility Project" undertaken by JCC was awarded an excellent project for the 40th anniversary of cooperation between the United Nations and the Chinese Government. In the same year, JCC was entrusted by Shanghai government to become one of the first members of the "Shanghai Brand" International Certification Alliance, providing "Shanghai Brand" standards and certification services for outstanding enterprises in Shanghai, and helping to build Shanghai's golden brand. At the 2nd China International Import Expo in November 2019, the Digital Engineering Certification Service Trade Conference was successfully held. The Digital National Quality Infrastructure Alliance with JCC as the chairman and the secretariat unit was established, and the China Construction Association Testing Center was established simultaneously. In December 2020, JCC and Railway BIM Alliance reached a strategic cooperation to formally carry out railway BIM certification related work. In May 2021, JCC joined the China Energy Conservation Association (CECA) and Green Manufacturing Association of China (GMAC), formally carried out green evaluation and energy-saving and low-carbon business related work. In September 2021, JCC partnered with IWBI to advance work related to WELL Healthy buildings. In 2023, under the guidance of Center of Science and Technology and Industrialization Development, MOHURD and China Certification & Accreditation Institute (CCAI), work related to Better House Evaluation was carried out.
What we do
JCC provides organizations with certification services of the Quality Management System (QMS), the Code for Quality Management of Engineering Construction Enterprises (GB/T 50430), the Environment Management System (EMS), the Occupation Health and Safety Management System (OHSMS), the Excellent Quality Management System (EQMS), ISO 19650 Management System (BIMS), the Prefabricated Construction Quality Management System (QPMS), the Information Security Management System (ISMS), the Information Technology Service Management System (ITSMS) and the Energy Management System (EnMS). JCC also provides certification services for building engineering and building services, retail and education services, BIM software, hardware and engineering project services; green product certification for engineering construction enterprises. JCC also provides carbon neutral services and provides organizations with high-quality development based on social responsibility, ESG evaluation and certification services, to help enterprises to establish excellent quality management system, at the same time to provide engineering projects with QEHS lean management system, safety accident prevention system and other value-added services.
JCC is committed to promoting the development of the industry through management innovation and technological innovation. It is one of the main participating institutions in the compilation of national standards such as "Code for Quality Management of Engineering Construction Enterprises" 2007 edition and 2017 edition, "Occupational Health and Safety Management System Requirements with Guidance for Use" 2020 edition. In 2014, JCC officially undertook the United Nations Industrial Development Organization (UNIDO) China Construction Corporate Social Responsibility (CSR) Project, and in 2019, the second phase of the three-year project has been officially launched. In 2018, JCC was the first in China to launch BIM service system certification for enterprises, BIM certification for engineering projects, software and hardware certification based on ISO 19650, including related testing services. In the same year, JCC edited technical standards such as "Corporate Social Responsibility Evaluation Criteria for the Construction Industry", "Requirements and Implementation Guide for Excellent Quality Management System of Construction Enterprises" and "Requirements for Quality Management System of Prefabricated Construction Enterprises in the Construction Industry". In 2020, the Standard Kick-off Meeting of “Code for Engineering Service Certification” was officially held. In the same year, JCC undertook the key project of "Science and Technology help economy 2020" of the Ministry of Science and Technology: Construction of digital platform and laboratory for building environmental performance certification and testing, and officially passed the acceptance in March 2023, and obtained excellent evaluation. In 2023, the "Research on the Certification Method of Digital Twin Products for Construction Engineering" declared by JCC won the first prize of the Science and Technology Award of Conformity Assessment.
